After the Indian General Election was held to elect the 14th Loksabha, the first UPA (United Progressive Alliance) government came to power in the leadership of Manmohan Singh. They started development activities and focused to nourish lower castes and tribes. They scrutinized to construct a basis for unemployed, distracted groups and to strengthen them in all of their backward fields.

UPA Government created seven member's committee chaired by Rajindar Sachar, former Chief Justice of the Delhi Court. After studying, Sachar reported that "Muslim community faces a worldwide backward condition in our nation by enslaving to huge unemployment. Their social stage is below 15 percent from other backward society's average level, Rajindar Sachar added.

By considering that, they reformed numerous departments in all states to resolve the problem, including Kerala. But the Left Government of Kerala deployed a new committee to restudy the current issue. That group of eleven members led by former minister Paloli Mohammed Kutti learned it over the years and confirmed Rajindar Sachar's reports.

On 16 August, 2008 Kerala State Minority Cell came into existence on the basis of Paloli committee report allowing special scholarships for Muslim girls, special coaching centers for practice PSC exam and other useful initiatives.

Actually it should have been named as Muslim welfare department. In the presence of Scheduled Caste, Scheduled tribe development departments and converted Christian development co-operations are working here by their own group's names, there is a mystery in not giving the name of Muslim for the group that implements schemes for their peoples.. Although when its name was changed in 1 January, 2011 government not added Muslim in it.

Then 80:20

 In the time of V S. Achuthanandan's governance (2011) an order came by the agreement of 20 percent seats for non-Muslim minorities from minority welfare department schemes. The scholarships applied for Muslim students deviated to the ratio of 80:20. 80 percent was allowed for Muslims and 20 percent for Latin Catholic Christian and converted Christian group's developments. This was scheduled after ensuring Muslim student's opportunities, stated in the order.

But the share of Muslim community was decreased from 80% with the inclusion of others in the scheme. The next Oomen Chandy government didn't reconsider and fully complied with these recommendations of the 80:20 ratio.

At last...?

There are various welfare schemes under the Government of Kerala which are available only to Christian students. Not even one percent of it is available for other community. After the deprivation of 20 percent of the right of a single community, they pronounce "80 percent of the total welfare schemes were taken over by Muslims.

In election this has led to communal polarization. RSS  purposedly used this as a weapon to separate two communities. Some have claimed that the Government pays Madrassa teachers and pays for Muslim teacher's welfare deeds.

The extremist Christian organizations are taking this ratio number to argue the minority benefits are being snatched away by Muslims in big level. These types of all works effected when the leaders inadvertently kept silence upon the issue. 

The new report of the Fact Sheet research group has come out that the community representation and population ratio were not taken into consideration in allotting to aided schools in Kerala. There are 7140 aided schools in Kerala, 36 percent of this is under the control of Christian management. But they are only 18 percent in population. In this time Muslim managements owns only 19 percent of schools, but they are 26 percent in population.

When the minority student's Merit scholarships allowed by population ratio the Justice Koshi Commission's validity became questioned. Based on the judgment the appointment of this committee will be null and void.
